As I understand it, it received new boats wit the last refurb that don't seem to be working very well.

Either somebody didn't tell George "good morning" or the ride didn't get to take anybody's fingers that weren't kept inside the boat at all times that day.

What do they mean by stuck? Like the boat stops moving and CMs have to come and unstick it or they stop on the ride for a bit then it starts again or they get backed up towards the end of the ride.
