It's no worse then saying that the reason this won't be multi-level is that there are no multi-level shops in the park. What I am saying is that there is no evidence either way, I don't think a multi-level shop can be ruled out at this point.
But there is evidence. In addition to the precedent set by all previous facades, as OFTeric said, there's no elevator shafts. ADA access is a necessity if it's meant for guest use.
Are they ever shown going upstairs in a Diagon Alley locale in the movies? If not, there would be no pressing need for a second floor in the first place.

I knew itSo far, it is impossible to see where there will be elevator shafts. I know for a fact that Platform 9 3/4 will be located on the second floor and include ADA accessible elevators. The majority of the queue will be on the ground floor. Gringott's queue will also span 2 floors with special effects laden elevators. In the movies Weasley's Wizard Wheezes was 2 floors. So that is also a possibility. I believe that The Leaky Cauldron will have 3 floors with only the ground floor being guest accessible. That would be similar to The Three Broomsticks.
I know it's unlikely that either will return, sadly.Might as well give up. From everything I've heard Spectro is beyond repair...never coming back.
Lights of Winter...wouldn't hold my breath on that one either.
