or a squirrel could have hit the circuit breaker on the telephone wire happened in our neighbor hood 3 times in a week.

Highly doubtful.

Telephone "wires" don't have circuit breakers per se. They do have circuit breaker type devices designed to shunt the circuit to ground in case of a lightning strike (so you don't get fried if you are talking on the phone when lightning hits) but they do not have "circuit breakers". Talk Battery is -48 VDC and ringing current is roughly +/- 105 VAC (at 50 hz though, so it hurts like a mother when you get nailed with it)

Are you for real...?:veryconfu

Depends on the desk. I assume they are using a PBX - Private Branch Exchange. It has an operator / programmer. Spill a drink on the server banks, and yeah, bad things can happen. That's why food and drinks are not allowed in the server rooms. :)

It's possible that a fire could set off the ansulary system which could definitely cause a lot of problems for some time.

It takes a lot for a restaurant to fail a health inspection. Generally you would know as soon as you walked in that a restaurant is about to fail a health inspection.

Not necessarily. It only takes one critical violation in the kitchen to shut down a restaurant here. The front of house may be immaculate. You might never know what goes on in the back.

But the health inspector didn't complain in Disney's Ratatouille. Maybe the cooks at the Poly were looking for some help?
