PO Riverside fan question

A few years ago when I stayed at the Port Orleans Riverside resort (back then it was still Dixie Landings), I noticed upon checking in the two giant paddles on the ceiling.

It took me a minute to figure out they were fans, and I just found the oddity quite interesting.

My question is fairly simple - these fans seemed to have all the mechanics necessary to work (such as wheels+axles, shafts, a motor), yet upon my stay that week, I never saw them once operating. I've only been in the area a few times since (mainly to walk through the resort), and I have yet to ever see them operate.

Therefore, what I want to know is this:

A. Are these fans functional, or is it all just decoration?
B. If they are functional, did they operate only for a period of time before being shut down for some reason (i.e. the Wave machine in the 7 Seas Lagoon operated for a few months before being shut down from beach erosion)?
C. If they are still operational, when? If not, why not?
D. If anyone has seen them operating, are they fast? Slow? Do they actually create a breeze?

I know it's a bit of an odd question, but being a fairly seasoned Disney vet (I'm 18, and have gone at least once every year since birth, probably 21+ times, my family is obsessed with Disney), I'm very interested in the minute details and stories of WDW - and this is one question I can't seem to find the answer to anywhere.

I've stayed there several times, the last time being Nov (05) and the fans were operating. As for there speed, they move pretty slow as I recall. I don't really remember a noticeable breeze.

Stayed there 3 times, & can attest that they are "functional" in that they move. They move slow, and almost seem like they're sending a message to the visitor to slow down and relax. I also doubt how effective they are in terms of cooling down the room. Besides, the ceiling is so high, and consider that heat rises, if they were truly effective, they'd be pushing seriously hot air back down to the ground.
