i'm not about to step into the price debate here, but i will answer the original question.
for starters photoshop elements is a great program for the price. i have the full version of photoshop already, but received elements bundled with a digital camera i purchased. i have both applications installed, and find myself firing up elements every now and then just to do the simple stuff. mind you, that's not saying elements is limited - it is obviously compared to the full version - but it is still incredibly useful, especially for begininners, amauters, and people just starting out who can't afford the full version.
elements will be more than enough to jump start your freelancing, and should fill your wallet with enough duckets to buy the complete version in no time.

oh ps, imagineer99 - for web stuff, dreamweaver is definately the cat's meow, but i have to admit - i use it in tandem with microsoft's frontpage from time to time. frontpage can be a little annoying with adding it's own code to your markup, but a little deleting here and there helps tidy it all up
