Along with the internal hallways, one would expect to see spaces below the windows for air conditioning units. I don't see any in these photos. Are they going to use central air units on the roofs?

It is most probable that the wall air conditioning units are within the internal hallways since there are no visible central a/c units on the roof.

Art Of Animation will most certainly be the most popular of the Disney Budget Resorts. I wouldn't be surprised at all to find out that Pop will be converted to this theme as well after AoA is completed.

This is definitely what I am hoping for, they already have three buildings with "animation" characters: Lady and the Tramp, Who Framed Roger Rabbit, and the Jungle Book. Ofcourse they would have to take down all the signs on the buildings and the other giant sculptures and re-paint the buildings..

The Generation Gap Bridge would be simple to convert into the animation bridge, just remove the signs with the years, and maybe a new paint job.

This is nothing new. All of the All-Star Resorts opened in phases as did most of the moderates. Pop Century was originally scheduled to open in phases too.

Exacty. Hotel rooms that are ready for guests and sitting empty are wasting money (and probably costing the company money in taxes, too).

If they can get a good chunk of the resort open, and then complete the other parts in phases, it's best for the bottom line.

Saratoga Springs also opened in phases, as I believe did the Grand Floridian, Polynesian and Contemporary (Tower and then Garden Wings).

Aulani is also scheduled to open in phases as well.

They might add drains to the air conditioning units so that the water doesn't accumulate in the halls, add vents so that the air circulates, and some extractor fans ( like the ones found in bathrooms and parking garages) however that could be costly and noisy.

Maybe they just haven't installed the central a\c units... Or hid it better than how they just "hid" those projectors at MK.
