It looks like more of a safety precaution net to keep things from falling than something to keep peering eyes out. It's probably required by building code or something as the construction gets higher.

Good pic—the new higher construction wall does not follow the contours of the old one. Looking at the FLE plans online, it is in the right place and configuration for the castle wall.
