I saw these built in the '70s. And I believe that around half of that ground floor is still costuming for entertainers. I don't think it's likely they are spending $10 million on just the smaller side of the building you circled. The whole building dates to 1966. Isn't the "red circled" part on the opposite side of the tracks from the diorama (AKA the old Admin building)? Perhaps I'm misunderstanding the controversy.
