It's part of a cheap effect that doesn't work too well, but apparently no-one ever took it out.

If I'm not mistaken, that is in the volcanoes near the mermaids and the indians.

And you would be correct! This was intended to reflect the red lights shining from inside the volcanoes but it never worked and they never removed it. To this day, if you look in the volcanoes in Peter Pans Flight, they are lined with tin foil!
