They are just trying to throw out the most "secure" plans to try to get the governor to rethink his opening plans. The governor does not want any of the parks, or large gatherings until they have a vaccine. Keeping these places closed for a year or more can very well bankrupt them.
He did not say that.

Yep, he sure did. His stage 4 is only if there is a vaccine or a reliable treatment. Which is most likely months away. \
I thought you were referring to Florida. I could care less what California does. I just hope they don’t expect a bailout.

The above is fairly clear about what is a Pandemic like the 1918 H1N1 pandemic and the current virus vs the Common Flu.

The precautions that Disney is taking is consistent with how they view maintaining indemnification because in reality we don't know who has this virus and who doesn't. We also do not know if the testing that is being done is 100% accurate not to pick up antibodies people have developed from exposure to the Common Cold that has both the rhinovirus and a coronavirus as a cause. So differentiation of antibodies from different antibodies from a coronavirus need to be explained and divulged.

So the position of Disney is to protect everyone and themselves from litigations. The classic "let the buyer beware".

The sensible approach is if you are in the high risk group (similar to the common flu) take precautions and if you have symptoms stay home or at the very least wear a mask but don't jeopodise others. If you go onto a Disney property or other properties that have protocols in place to keep you and them safe that is the price of admission. Otherwise seek other distractions.
