Looks like something out of Dance Dance Revolution video game.
I did some searching and found another youtube video from Japan that has the same music, but with all the cast members. Looks like it's from a TV show in Japan, like Disney Channel Japan.

While the video and music are very good I think that there may be a personal hygene issue here - they're wearing the same clothes in all four parks

If I did it, the park would clear out in about 10 seconds. Nothing clears a crowd like a fat guy with a moon tan gyrating to a funky techno beat!
