This is on a framed photo I found at the Goodwill I work at. Dear lord, is he off putting. Also, I remember reading in another thread that he might've been a Chip/Dale reskin, and now I can see that pretty well, considering Dale is right behind him

He looks even worse. At least the other 2 were kinda close to their animated look

Yeah Brer Bear never changed too much from his first version...Although It would make more sense to make his facial fur light brown than white which looked strange...And Brer Fox had the update from his earlier version which was used up through the early 2000's..

Br'er Bear looks more cleaned up and less homeless. Considering this:

I actually have that same photo at my home. I'm surprised Chip and Dale's 1981 designs stuck out that long.

I got it, but it took me a moment to figure out who Br'er Rabbit was on the pic. Just shows how the times change

Either that costume was really off-model when designed (like the original character costume designs at Disneyland- there was a horror show!), or some cast member lost the real costume and hastily replaced it with "generic theme park bunny costume #5".

He looks angry in every pic of him I've seen

I always found the vest they put on him an interesting addition, I don't recall many depictions of him wearing one. (In the Disney depictions/adaptations at least.)
