Can people who are not resort guests use the monorails? We will be staying at the WL, but will have a day visitor who is staying outside the park. Can he ride on the monorail with us?

Most day guests do use the monorail to get from the TTC to the Magic Kingdom.

Yes, anyone can take the monorail. There is no monitoring of tickets, and it is in fact designed to move all visitors from the parking lot to the parks. Ride away, and have fun.
