Actually, I just read in "Disney War" that Lasseter wanted to make Toy Story into a trilogy after the 2nd one, but Disney only had a 7 picture deal and Eisner didn't want to give up the movie Cars for another Toy Story. So, I don't know if a Toy Story 3 will ever be made now, but Lasseter did want to do it at one point.
 
I've heard somewhat of the same thing, but with a twist...Eisner wanted a Toy Story 3 (knowing that it would generate a ton of money), but he didn't want it included in the 7 picture deal. Eisner was supposedly willing to offer up more money to Pixar from it, because it would've made a ton of money, but Pixar took a very firm stance and told him that they would make it "only" if it was part of the 7 picture deal...where that would've left "Cars"...who knows, especially since it had already begun production. Because of that, Eisner developed Circle 7 Animation, who were put in charge of all Pixar sequels (ugh). From what I've heard around the animation industry is that the storyboarding, modeling and backgrounds (rooms and various non useful things that sit around) had been completed as well as test animations with the newly developed models...they only sticking point from going full throttle were story kinks. I really believe that at some point a TS3 will be made, because everyone loves these characters, but the story is going to have to be completely solid before it ever sees the light of day, Pixar does not shoot for mediocre story telling.
