New tool bar

Steve, I wanted to know what the purpose of the new tool bar. To me it seem to be out of place. The layout just seems off to me as well as the color sceme seem off, and the need for it. why can't you just have the home page menu bar applied to the forums

Its purpose it to tie together the 4 main areas of the website together, giving cross linking, and a common navigation for each area, allowing visitors from any subsite to get to any other subsite.

Its color scheme is aimed more towards the Blue Daylight color scheme of the forum (which is by far the most popular).
