I have no inside information. I have no idea what is actually provided. I just know if I was signing that letter as the partner I would want some pretty solid support for the charges.

if they are like any auditor that I have worked with, they want to know every detail of how you developed you cost allocation. Anything I have ever done had to at least pass a red face test.

There's a good chance that higher BLT housekeeping is driven by shorter stays in the BLT rooms. Due to the higher point costs for the MK view rooms and BLT rooms in general, I bet a number of people stay a few nights in the MK view room, and then transfer to another resort, or a cheaper per night room. With only 2 "scheduled" cleanings per week, it would be easy to bump the housekeeping costs up with shorter stays. I've considered this option, but haven't actually done it yet.

Does anyone have access to "average length of stay" data on the DVC resorts?

I agree this is probably part of it, but I have no data on length of stay other than observation or anecdotal evidence. Especially since the resort is relatively new a lot of people wanted to try it out in the last few years. Now that GFV and eventually Poly will be in play and newer there may be a decrease in short term stays at BLT.

I think another factor was that in 2012 they finished selling the BLT points. For the 2012 budget and prior a portion of the housekeeping costs were allocated down to the cash guests. The 2013 fees reflected the first full year all housekeeping costs were being allocated to DVC guests. They also budgeted for new bedding which they began rolling out in 2013. For 2014 the housekeeping fees were actually down a hair year over year (despite an increase in labor costs) so I'm guessing that cost item has stabilized.
