If you follow the link to Scuttle's page there is a close up photo of the 2 tents with the mermaid building and it shows a new steel frame being erected on the back of the mermaid building behind the area you described above. It looks as though this may have something to do with hiding the building.
The framework you mention is an extension of the rockwork on the front of the building. It spans the backstage access road, and is meant to hide the back of the showbuilding from vantage points between the teacups and Dumbo (essentially when you'd be able to look straight down the alley).
This rockwork is just an archway, allowing vehicular traffic to drive under it, and the fact that it's not solid all the way to the ground will be hidden by the gate blocking off the roadway from the park.
This arch can be seen photos of the model, I don't think it's depicted in the concept art.
But this archway will do nothing to hide the back part of the Mermaid building from *inside* the Circus area, specifically the area of the Casey Jr water play area, train station and the plaza in front of the tents. I'm thinking that something else other than the rockwork archway will go in to hide the back of the building.
EDIT: I took one of Scuttle's photos and edited it to illustrate what I mean:
The blue lines show the general area where the archway over the access road will block the Mermaid building from being seen.
The red lines are the angle where the Mermaid building will still be visible between the tents. The archway will do nothing to hide this.
So I'm thinking either a) they'll extend the rockwork around, though that might look odd with the Circus themeing; b) they'll put up some other Circus-themed decoration; or c) they'll do nothing and leave it visible.
