They have the plans, and art, and models....they just haven't let us see them yet.

Sorry, I should rephrase as you are correct about the above. What I was thinking and didn't say correctly was that they need to have more completed construction documents prior to them building. There are a few more design elements that are being finished up, but right now that area is just a "blank space" on most construction documents being worked off of.
