Is it better to go to MNSSHP on Halloween for the extra $10/person or is the day before a better option?

We have done the 31 before but not the day before ... and unless you like big crowds ... I would avoid and go earlier in the month if you can.

It's the same thing every night. If you want to go on Halloween itself and are willing to pay extra, then do that. If not, pick another night.

I would say not to go directly on Halloween. It's very busy and the event, as others have mentioned, is the same every night. Go sometime earlier in October (in fact, I'm going late September this year) when you can enjoy more of the event and not be overwhelmed by crowds.
