Mk Main Street boxes!

So today while leaving mk I saw black boxes with orange lights on them in all of the main streets windows with the blinds open and people walking around up there!anyone know what there are?

I noticed something of the sort a few weeks back... and though I hate it always going to this, my first thought is that it might be MM+ related. Long range tracking, perhaps? Just my idea. Any insight, anyone?

do they not appear for parades and special events, think they are always there! nobody notices because they are looking at the parade or special event... I could be wrong though!
