About FP and FP+, I read on this site about guest linking their party tickets to they MDE and being able to get FP+ selections for 4-5, 5-6, 6-7, but once the party begins FP is disabled...

Yes, this is correct. No FP+ (or FP) during party hours.

2. Do they continue to trick or treat until midnight also?

What gets cancelled if it rains? I see the forecast for Tuesday says scattered thunderstorms and a 60% chance of rain.
