The picture just show some work being done on the outside. In the first picture you can see two ladders near the displays for the return time,fp and single riders line.

I saw that in the building too when I was there but I thought it looked more like a Genie lift then a forklift. (Genie lifts are used everywhere for roof-related work, or probably lighting in this case)
