Miniature garden railroad at Epcot

Well went to Epcot with the family last weekend and my son loves trains, so we walked over to the Garden railroad next to Germany and watching the trains going by when a woman approached the railroad what looked like and IPhone she pressed a button and the clock on the tower on the building in the miniature town chimed and the figures eyes turned red and the arms moved up and down like they zombies any one else heard of this or seen this happen .
