we are travelling to disney in october/november. we have pre ordered our multi day park tickets. we want to attend the not so scary halloween party with our kids. my question is do i need to pay extra for these events?
 
Yes, that is a seperate ticket for that event. If you are in the park and don't have a ticket for that event, you will have to be out by 7pmish (I think).

You can enter the park as early as 4/4:30 Pm. You will be provided with a wrist band that identifies you as being permitted to attend the event. This past fall when we attended the CMs were checking them before they would allow you to get into the que for a ride.
I do have to say depending on the night you go the park is pretty much empty especially after Hallowishes. We did not even have to get off Buzz as no one was riding. The CMs thought it was funny how my kids wanted to keep going. I think we did this 4 time before a few people trickled in and we had to get off.

The event is well worth the extra price of admission and is the best party Disney throws each year! You and your family will love this event!

Good luck. We are going to the Halloween party for the first time this year, and our expectation levels are high. Can't wait to see the Headless Horseman!

Yep. It's considered a "hard ticket" event. They have really cracked down on the people that meander around the park after 7pm that do not have a ticket. Last October was the most strict we have seen it and I'm glad because it's not really fair that people are enjoying the parade and fireworks for free after you have paid hundreds for the family to attend. It's our family's favorite event at Disney and we try to make it every year. Have a great time!
