Yes, that is a seperate ticket for that event. If you are in the park and don't have a ticket for that event, you will have to be out by 7pmish (I think).

Yes, cast members begin escorting non-party guests to the exit at 7 p.m.

You can enter the park as early as 4/4:30 Pm. You will be provided with a wrist band that identifies you as being permitted to attend the event. This past fall when we attended the CMs were checking them before they would allow you to get into the que for a ride.
I do have to say depending on the night you go the park is pretty much empty especially after Hallowishes. We did not even have to get off Buzz as no one was riding. The CMs thought it was funny how my kids wanted to keep going. I think we did this 4 time before a few people trickled in and we had to get off.

If you have any down time built into your trip, party day is a great day to relax in the morning/early afternoon before getting into costume and heading to MK.

Good luck. We are going to the Halloween party for the first time this year, and our expectation levels are high. Can't wait to see the Headless Horseman!

A warning: If it is raining, or potentially stormy or the pavement is wet, the headless horseman will not run. Happened to us in 2012. Very disappointing.

Yep. It's considered a "hard ticket" event. They have really cracked down on the people that meander around the park after 7pm that do not have a ticket. Last October was the most strict we have seen it and I'm glad because it's not really fair that people are enjoying the parade and fireworks for free after you have paid hundreds for the family to attend. It's our family's favorite event at Disney and we try to make it every year. Have a great time!
