Meal vouchers on e-bay?

Hi I am new here and we are planning our first trip for our children and first in 16 years for my husband and myself to WDW.
I saw on ebay some Quick and Casual meal vouchers for around
$18.00 a piece. It sounds like a great deal, but I am a little leary about buying them. Has anyone ever bought these before? Does the seller have to sign them over to you or does the holder of the pass have the right to use them no questions asked.

I love getting meal vouchers, but my husband couldn't remember the meal vouchers at WDW!!!

Apparently people are joining the club and selling them on ebay. I don't know if that's against the rules or not.
