Can you get the meal plan without tickets? and if not why?

Meal plan and tickets?

To add a couple instances (and recap the earlier replies), here are the only ways (that I know of) to purchase the Dining Plan without a package that includes tickets:
-Someone in your group has an Annual Pass and books an AP package.
-Military booking
-DVC owner (or someone renting an owner's points) staying on DVC points (this does *not* include booking DVC accommodations through Disney Central Reservations)
-Exchanging into a DVC property via the RCI timeshare network
With a normal package that includes dining (even when it's Free Dining), you can book with tickets that are the minimum requirement (1- or 2-day base tickets, usually) and save those tickets until a future trip.
