Someone messaged me privately about the update of the RCID 2020 plan so I thought it would be a good things to add here. The plan is updated every 10 for the next 10 years, so at some point the 2020 plan will be updated for 2030. I have been keeping an eye out for this but haven't found much.
The only mention I have seen so far is in the minutes of a 11/14/2018 RCID meeting:
"Ms. Pulham advised that we will be amending the Comp Plan to bring it to 2030 during 2019."
The 2020 plan went into effect October 2010, so by that we are not to far behind schedule and the pandemic may have set things back.
