Wait, am I reading that right, Disney is providing a lesser experience (fewer holes), and charging less for it! What a concept!
Unlike their park product where they have a virtual monopoly, they don't have that in the golf world - people who golf (and I imagine those who golf at Disney) are not going to pay full price to pay 18 holes. Hell, they don't even pay full price if they've aerated the greens at most courses in the past two weeks.
There are 100 golf courses in the area that real golfers would go play instead of at Disney if they didn't offer some discount.
