People already complain about refurbs/new construction projects taking too long-if they only did this work when the parks were closed (which, outside of the COVID closure, is just at night), these would take even longer, and people would complain more. Disney can't win in this situation-constantly build while parks are open, "There's too much construction going on, ruins the magic"; build only during the off-hours, "Why is it taking so long, they should have had this finished and open by now".That would never happen … They stopped work in the parks that could have been completed, such as the painting of the MK Castle, when the virus struck. Do things when the crowds are away - they have the attitude of the guests be dammed - we'll do the work around them and let them see we are doing something. This Walt would not permit had he still been with us. Maintenance was something done in the off hours -- but he is gone...….
