Magic Band Error

So I have been trying to order my magic bands for my upcoming trip for about 2 months now. Every time I go to check out I get an error message that says "we are unable to process your order, please try a different card". I have tried different payment methods and nothing. I've tried contacting technical support, internet help, my disney experience help, shopdisney help, and everyone I talk to tells me I'm calling the wrong department and then they give me the number of a department I've already tried. I've never had an issue purchasing bands before and my card worked fine when I payed for my vacation and photopass. I've also tried using different devices/browsers/clearing data, literally everything you can do. Has anyone else had this issue before?

Where are you from?

Disney have stopped international guests from ordering magic bands and having them delivered to your resort. If this is your situation I wouldn’t be entirely surprised if it’s just the wrong error message showing.
