Our wedding Anniversary is on Dec 29th, but we do not have tickets that day to the parks. Where would be a great place to eat and celebrate? Can you access the parks for diner reservations or do you have to have tickets? Or should we wait till later on in the trip? Thanks

you must have tickets to enter the parks regardless of dining reservations.
If you want a romantic dinner, resort restaurants are much better. Signature restaurants offer great food, service, and atmosphere. Yachtsman and Narcoossee's are my two faves.

Tickets are needed to enter the park for any reason. (Only exception is some of the backstage tours)
Personally, most of the great restaurants are out of park. California Grill, V&A's, Jiko, etc are all outstanding and great places for anniversary meals.

We went to WDW on our honeymoon and Flying Fish was awesome. We ordered a bunch of things and everything was amazing. One of the best dinners I have ever had at WDW, and I can't believe I didn't try this place earlier.

Go to Jiko's at AKL, great food and atmosphere. While waiting to be seated or after dinner for that matter they have Victoria Falls which is the bar/lounge right above the restaurant which is nice. The resort is nice to walk around and view the animals in the savannah. Also check out the night vision goggles which allow you to view the animals.

You might want to see what is available at the resorts first and then check their menus. This may an unconventional choice, but you could try Boatwrights. We had an anniversary meal there a couple years ago, and while it is't super romantic it isn't super fancy either. The food was awesome though. You could always have a romantic stroll around Port Orleans Riverside, and they used to have carriage rides, that might be romantic.

I vote Cali Grill (can watch fireworks without park admission) or Flying Fish ( can enjoy the Boardwalk atmosphere before/after dinner without park admission also). Plenty of other good choices mentioned, these are just a couple of my go-tos.

V&A would be the top choice but also the most expensive however it would be an unforgettable experience. I also vote with California Grill and Jiko. You can get dressed up a bit at those and the food is outstanding. Happy Anniversary.

It depends on what you find romantic, which is different for every couple. All the normal, good choices have been covered, so I'll toss out the (possibly less good) idea of a dinner show. The Poly luau has fire dancers and the Hoop Dee Doo, though not a quiet or fine-dining kind of event, does have a small, romantic interlude.

Good luck and Happy Anniversary!
