Maybe there's a database problem. Passwords are stored by an md5 encoding. So abcd would be e2fc714c4727ee9395f324cd2e7f331f. If something's wrong with the md5 encoding script on the login page, then the password wouldn't work.

(I know a bit about vBulletin :D )

If there was an MD5 hashing problem, it would be consistent across board users. More than likely, there is a cookie issue that could be causing the password not to be retained. The user may not understand what is happening and trying to create a new account or change his password each time.

EDIT: This problem is most likely caused by either a browser setting, or browser version.
