They reproduce rapidly and a small population can grow exponentially in short order..."Infestation" could mean a few, that if the eggs aren't sprayed, could lead to thousands, with the next wave in the millions. If they found a "few" it likely means there are millions of microscopic eggs that need to be killed in the next week or two.
I think we have to take off and nuke the entire site from orbit. It's the only way to be sure.

IaSW has never had a problem with locusts.

Perhaps we have a hint at a possible new Epcot reworking of the pavilion. IaSW and global environmental sustainability in the future mash-up. That's my bet.
