Hey!
You don't snap them; you just unwrap them. They have denatured alcohol, menthol, and various herbs, so they stay cool naturally. You just wave them around to re-activate. We're going to take them to Epcot today and see how reusable they are -- they claim to be!

You can get them pretty much anywhere now, but there is nothing all that special about them. They work via a process called evaporative cooling which will happen with pretty much any cloth soaked in water. The problem is they need a low humidity environment to really work well making them not all that useful in Florida.
