Japan's immigration process are not known for being easy nor is learning Japanese. The cost of living in the Tokyo area is also very highly. The only non-Japanese persons who typically work at the parks are face characters.

I have no idea, but maybe you could just try applying as a foreigner. According to reviews, there's not many English speaking people there to help foreigners.
