Remember when Disneyland was forced to raise their base pay to $15 because of strikes and Dr. Monroe. Now they are behind on base again. They probably wish Walt built in Idaho where the minimum wage is still $7.25 which is the same as the Federal minimum wage. It has been that way since 2009. Kids under 20 only get $4.25 in Idaho.

If Disney was in Idaho the minnimum wage would be much higher.

No it wouldn't.
Obviously neither of us can prove a hypothetical but nothing exists in a vacuum.

This isn’t about minimum wage anyways. It’s about f&b.

Since F&B is suffering much more (from my limited observations) than other minnimum wage jobs such as attractions, custodial, front gate, etc. - I’m not buying the pay being the major factor although it may indeed be that F&B jobs are less desirable.
