Nope, it had its grand opening May 29 last year.
There were a number of issues that the City Council had with it. There's a 30-ft height limit along the beach in that area (the Skytower, among other things, was grandfathered in when the law was made) that they had to get approval to pass. Also due to the park's location, there's a lot more stringent requirements on how many rides they can build proportional to the number of educational exhibits (to make sure that the park stays much more educational rather than turning into a rides park). They had to debate how the ride affected that balance. It was stuff like that that tied it up.
Oh, and Donna Frye whining about how it would "ruin" her view of Mission Bay.
