I didn't know there was a secone book. But the film was supposed to be called "Who Discovered Roger Rabbit?" and would've starred Leonardo DeCaprio. Apparently there was some sort of fall out between Steven Spielberg and Micheal Eiser ( thanks alot mike. ) and that's why there are liscensing issues between Disney and Amblin Entertainment.
Disney and Speilberg have a 50/50 deal on Roger Rabbit. If they want to use the character in something, that have to get Speilberg's okay on it. The falling out happened when Amblin wanted a Roger short for use in front one of thier movies and Disney wanted to use it in front of the D.i.c.k Tracey movie. So, they used in front of Tracey which angered Speilberg and that's what stopped the Roger Rabbit stuff.
The movie Roger Rabbit wouldn't have happened at all without Speilberg's help. When Disney was trying to licence all of the other characters, studios were trying to charge them millions. When they brought Steve in on the project he was able to get the characters for just thousands.
