Jack Sparrow in EPCOT?

So this is totally crazy, but... is that guy really a CM? It just seems so weird for Jack Sparrow to be in Epcot and I can think of any special events reasons for him to be there. It could very very easily be the quality of the video, but the costume looks a little off-- in my googling, the red head wrap and towel-thing both have patterns on them and in the video it looks like they are solid color. Also, the hair seems more wavy emo-piratey than multiple dreadlocks like the other Jack Sparrows I'm seeing. I could totally see some random guy running out of the bathrooms at Innoventions dressed like that and meeting with guests.
But... I could easily be seeing things that aren't there. If this video was taken in MK, it probably wouldn't look out of place. It's just so weird to see him in Epcot.

i don't think they would let this happend...... something does not seem right here. When a CM is out like that do they normally have someone else standing near them??

It was totally a CM - he was dressed up just like Jack Sparrow. He was probably in training - not proper show for him to be in EPCOT and I don't quite understand it but it's definitely a CM. DIsney doesn't allow adults to dress up like that in the parks. There was probably an attendant nearby. They don't always stand right next to them - for picture and video reasons.

This DOES happen. They often do this when they are training new character performers and use them in places that are a little out of their element and out of huge guest flow (not to overwhelm them). More than likely this is a new CP in training. A week ago we were walking by the gate to the World Showplace building in Epcot when it opened and 8 CP character performers came out (Mickey, Goofy, Jafar, Brer Bear, Pluto, Queen of Hearts, Winnie the Pooh and Pigglet).
I've seen Cinderella by the International Gateway and Pocahontas by the gate near American Adventure before too.

Having had to take our daughter to numerous pirate training shows and even the now expired pirates and princess party... I can honestly say that that was the weakest Captain Jack I've seen.. and I've seen alot of different ones. Part of the costume looks like the standard one I recall... but I do recall he normally had more rings on his left hand than the one in the photo... and the head scarf doesn't look quite right... lets hope he was just learning and gets a better costume and does a better job before he gets moved to MK.
