If you have an onsite WDW resort reservation you can add the dining plan. You will have to pay for it. To get the usual "free dining" requires buying resort reservation at rack rate plus a minimum ticket length. (but check the requirements each offer as it can vary)

ETA: But I'm not sure there is currently a free dining offer for 2025 -- it was pulled a couple of weeks ago. There is "free dining" for kids available in 2026 which only requires a WDW resort room reservation and buying the dining plan for any adults in the room.

Yes, I have the Disney Visa. Do you know anyone who booked with that promotion in the past couple of weeks? That offer was released in late March and was subsequently extended to the general public. It was quietly pulled earlier this month. Only a limited number of rooms are offered for any given promotion.

Regardless of whether there is a current free dining offer in the US... to get the free dining one must purchase all required parts of the package. Recently that has meant rack rate for the resort room (no discount) for a minimum 4 night stay and a minimum 4 day park-hopper ticket. They won't add "free dining" without those components. If you have an AP, you would have to decide if buying the tickets to hold as a future credit might be worth it for you.

If you have children (3-9) you will qualify for the 2026 offer because it doesn't involve purchasing a ticket.

You used to be able to use the value of the tickets toward your AP renewal. You had to make sure not to use the package tickets for admission.

The promo was pulled
