So this is interesting. This Article seems to claim that in addition to the Adventure, the Destiny, and the Treasure, Japan will be getting a fourth ship based on the wish class.

If it is "fully funded and operated by The Oriental Land Company", even if painted Disney Colors and imitating Disney Cruises, how is it part of the Disney Fleet?

It obviously wouldn’t technically be part of the DCL fleet. But I think it’s fair to say in general that there is a fleet of 9 Disney ships, just the same way people refer to there being 6 Disney resorts around the world.
