No, there was no such restriction.

From the general costumes rules page:

"Please note these specific costume guidelines for Mickey’s Not-So-Scary Halloween Party, Mickey’s Very Merry Christmas Party and Disney Villains After Hours. These specific costume guidelines are also applicable September 15 – October 31, 2020 at Magic Kingdom Park during regular park hours."

From the Halloween party costume page:

"All Guests may dress as their favorite character, but may not pose for pictures or sign autographs for other Guests."

I think his generalization is from the part where if you have a REALLY good costume, like as good as that you could be a friend of someone, you can't pose for photos and give autographs as the character would...

Not even close to saying you can't dress as a Disney character.

You were always free to dress in any costume as long as it wasn't offensive, completely covered your face or touched the ground... but that was during Halloween. Now it will be back to the previous rules which means adults can't wear costumes only kids and I think the age limit on them is 10 years and under can wear costumes which you always see quite a bit of with girls wearing princess costumes, about 10 or 15 years ago you also would see quite a few boys wearing pirate costumes. Not sure where all this you can't dress like a Disney character nonsense is coming from. The only rule was you could not pose for photos with other guests if you were dressed like a Disney character.

IIRC, the Disney character "nonsense" is coming from, apparently, some adults wearing elaborate costumes and impersonating Disney character so much so that these impersonators were having their own Meet & Greets, posing for pictures, and signing autographs. Was this a problem? Apparently so, as Disney reportedly clamped down on these impersonators by limiting costumes to adults to avoid this problem. Child costumes were apparently not part of this problem. It is possible that this recollection is in error and it is hereby retracted if nobody else remembers this problem as ever happening. Non-Disney character costumes were okay, Disney character costumes by kids were also okay. Adults were reportedly warned that Disney character costumes that created confusion amongst guests as to whether the wearer was an "approved" CM or a guest might be problematic.

I actually think it’s 14 and under.
