That's incorrect. They announced it would be allowed during regular hours during the Halloween season this year (since there were no parties).Um... I don't think people were ever allowed to wear costumes, so the question relies upon a false premise.

Not even close to saying you can't dress as a Disney character.I think his generalization is from the part where if you have a REALLY good costume, like as good as that you could be a friend of someone, you can't pose for photos and give autographs as the character would...
I actually think it’s 14 and under.You were always free to dress in any costume as long as it wasn't offensive, completely covered your face or touched the ground... but that was during Halloween. Now it will be back to the previous rules which means adults can't wear costumes only kids and I think the age limit on them is 10 years and under can wear costumes which you always see quite a bit of with girls wearing princess costumes, about 10 or 15 years ago you also would see quite a few boys wearing pirate costumes. Not sure where all this you can't dress like a Disney character nonsense is coming from. The only rule was you could not pose for photos with other guests if you were dressed like a Disney character.
I checked, it was 13 and under. So I was wrong when I said 10.I actually think it’s 14 and under.
