That's not taking into account rush hour traffic and increased road demands. The resort is in the center of Sydney, right next to the CBD, Darling Harbor, and the tourist attractions of Harbor Bridge and the Opera House. You're going to have a lot of people flowing into already crowded road ways.I'm not sure I see much of a problem. For getting guests from the airport to the resort, I have proposed a Magic Express like Bus line, except for all guests to the resort, not just those at the hotel. According to Google Maps, the trip between airport and resort is 16 minutes via M1 to the Cross City Tunnel and then A4. For comparison, the route from the Orlando Airport to the Contemporary for example is 35 minutes. So distance and time are not an issue to what I have proposed.
Additionally, I see this as one or two day visit resort, so it is intended for locals and those doing further visiting to Sydney. So the heaviest capacity load for transportation to the resort would likely be on public transportation, i.e. the buses, ferries, and light rails, which I believe have the capacity. Disney choose this site in the past after all, so they must have believed in the transportation. It would be nice if it was on a train line (I considered saying in the proposal that a new underground station was built under the transit hub specifically for the resort) but I think its ok.
It is not perfect, but its good enough for a hypothetical resort plan.
As for guests coming out of Sydney, your bulk will be from other Australian cities like Melbourne, Perth, Brisbane, and Gold Coast. Combined with guests from New Zealand and you're going to have quite a few number of guests coming in via the airport. It is crucial to have some time of alternative mode of transport that can get guests to the resort and back.
I would propose turing the Magic Express into maybe a Cross Sydney tunnel, a tunnel that stretches from the airport to the resort and has exits that connect to the major highways of the area. Then again that's just me....this project is honestly one of the best I have ever seen.
