Do you mean posts like this or private conversations you cannot reply to?
If its private conversations like you want to message someone I believe you have to have x amount of posts before that feature is enabled.
If its on public posts like this one then you may be using in appropriate language or trying to add a link that is not allowed therefore its not letting you post.

There is no post number requirement to use Private Messaging.
