Somebody with more skill than myself might be able to eliminate some of the blurriness.
All I did was open it in Paint and use the "Stretch/Skew" option under "Image" to get it out to 160 x 102. You can check the pixel measurements under "Attributes" in that program.

In some cases, you can resample to a larger size without much noticeable loss in quality but this isn't one of those. Your image is 75 x 48 pixels. There isn't really any detail to capture and at 160 x 102 (the size without distorting it since the original wasn't square) you can't really make much of anything anything out in the picture at all... I would recommend you find a larger original.
