I visit Disney hotels every week, sometimes more than once a week.
I don't have a reservation to eat or sleep.
I don't lie about why I'm there.
I show a Driver's license and in I go. I have never, ever displayed a permit. In fact, the only place I was ever given one was at the Contemporary.
I'm not the only one who visits hotels on a regular basis.
I'm not going to continue arguing with people who are convinced that Disney doesn't allow people to visit hotels and park their cars while they do so. But for anyone who is confused as to whether or not you can visit a hotel, you can. Other than rare exceptions where they aren't allowing people to park, you are welcome to visit hotels. And you can park while you do it. Promise. If you are still in doubt, call Disney and ask them.
