Actually, ToT is greenlighted for Disney Studios Paris, groundbreaking will start 2 months after the opening of WDS.
To make developing this new version cheaper, Disney decided to build 2 copies at the same time, so they'll use the blueprints of one attraction for both parks... DCA and DSP.
However, DSP is the only one with a greenlighted ToT on the moment, but DCA should be confirmed very soon.

ToT will definitely not be extended into a hotel. Eisner clearly states in his book that he had thought about it... but gave it a pink slip because it wasn't finacially sound or practical.
