History of Adult costume ban?

I saw that clip when it happened, and I had two thoughts. One, what kind of freak girl gets that upset at having to take off a costume? And two, what kind of freak boyfriend goes along with it, dressing as Pan? I haven't got an ounce of sympathy for either one of them.

What I found notable about the most recent costume policy revision was that:

1) It actually allowed for costumes for those under age 14 during regular park hours. The previous policy had really only stated it was ok for those under 10.

2) This was the most restrictive policy for Halloween parties, leading some to think costumes weren't allowed. I never thought for a moment that they would turn people away, except in the most extreme circumstances (weapon accessories, etc). I think they knew they would need to hand search anyone who couldn't make it through a metal detector screening and just wanted to discourage the number of complex costumes that would require hand screening.

3) It appears that Disney is still terrible at enforcing their own rules (no shock there). Lots of photos of people in full length gowns and capes at the Halloween parties, despite rules to the contrary.

We just got back and adults were in full on costumes everywhere, with no enforcement at all. There was a woman dressed as Belle in the blue dress at Epcot that looked more like Belle than the actual Disney Bell out by France.
