Help identifying characters in vintage photo ?

I was reading a lovely article on Disney Avenue (The stories behind Walt Disney's last photos at Disneyland) and came across this photo- can anyone identify the character on the far right??

It almost looks like 2 dwarfs when they stack themselves to dance with Snow White (although the one on top looks more like Oscar the Grouch)?

Also - the Dumbo character upside down is super-cool.

Small world character? (I only say that as I think ride debuted May of that year and Bambi's Stromboli didn't wear a turban, seven dwarves never looked like that, etc)

Not sure who that is but the pictures are great!! Love Dopey in the last one. I always say i don't like change but I like the current Dopey much better.

I copied the pic and zoomed in (sorry- not sure how to post it) and the character looks like a short male with a large beard and huge turban with a big feather on top. Fun behind the scenes pic!

Mystery solved! He wasn't from any cartoon, television show, or film. He was used in 1965's Fantasy On Parade. Probably has no name.
