That seems likely. When I started reading this and saw desktop, power supply was my first thought before you even said anything. Our old computer had this problem and it was the power supply. Which is replaceable and you can get your stuff working. Or at least get everything off of the hard drive first.
I lived with a Windows ME computer for 9 years before we finally replaced it. I was constantly fixing it and taught myself the basics of a computer. Then I had a Windows 7 laptop. It was cheep and had problems even though it lasted me three years. I was fixing it constantly too before the keys finally started sticking and I asked my parents for a new computer. Now I have a Windows 8 laptop. My parents bit the bullet on it and got the more expensive one for college. The only problems I had with it were solved by getting the horrible Kaspersky Antivirus software off of it and disabling Internet Explorer. Rarely have problems with it. And the backlit keyboard and fingerprint scanner are both neat. This is why I also have email on my iTouch and my Android. There is always a way to check my email. I left it sitting for three days once and came back to a mess. Never. Again. Do you have a tablet or something else you could use to access your email?
